About This Area

Overview

Barguna District is an important coastal district of Barisal Division, Bangladesh. Located in the southwestern part of the country along the Bay of Bengal, the district covers an area of 1,939.39 square kilometers. According to the 2022 census, the population is approximately 1,035,596. Barguna town serves as the district headquarters. The district is bounded by Barisal, Jhalokati, and Patuakhali districts to the north, Patuakhali District to the east, the Bay of Bengal to the south, and Pirojpur and Bagerhat districts to the west. The district comprises 6 upazilas, 4 municipalities, and 49 union parishads. Barguna District was established on 28 February 1984 from a subdivision of Patuakhali District. The main rivers flowing through the district are the Bishkhali, Payra, Baleshwar, and Burishwar. Due to its proximity to the Sundarbans, the district features mangrove forests and significant biodiversity.

Economy

Barguna's economy is primarily dependent on agriculture, fisheries, and shrimp cultivation. Being a coastal district, significant production of paddy, jute, shrimp, and other marine resources occurs here. A major industrial establishment in the district is located adjacent to Payra Port. Chinese company PowerChina has established a 350 MW coal-fired power plant in Taltali Upazila of Barguna, which commenced commercial operation on January 1, 2023, as part of the Belt and Road Initiative. The fisheries sector is extremely important to the district's economy, with Barguna playing a significant role in Hilsa and shrimp production. Paddy and jute are produced in the agriculture sector, though salinity presents production challenges. The establishment and expansion of Payra Port have brought new momentum to commercial activities and industrialization in Barguna.

Transport

Barguna District's communication system is largely dependent on waterways, as the district is surrounded on three sides by rivers. With the exception of Betagi Upazila, water routes remain the primary mode of communication for most upazilas in the district. Candidates from both the Awami League and BNP in the Barguna-1 and Barguna-2 constituencies have promised improvements to communication infrastructure. Currently, while a highway exists in the Barguna-1 constituency, it features 42 curves and has failed to meet public expectations. The condition of internal roads is also very fragile. There is a long-standing demand for the construction of the Payra Bridge, which would significantly improve the district's connectivity. RHD and LGED are working to improve the district's road network. Recently, initiatives have been taken to upgrade 6 km of roads in the district town to four lanes. Payra Port has created new possibilities for connecting the district to international trade.

Education

Barguna District has a significant number of educational institutions. The district has 45 colleges, 246 secondary schools, and 587 primary schools. The literacy rate in the district is 75.03 percent. Notable educational institutions include Barguna Government College, Barguna Government High School, and Government Women's College. Recently, initiatives have been taken to establish Barguna Government Technical School and College. The district also has 65 madrasas. Government and private initiatives continue to improve education quality, particularly by providing scholarships and other facilities for students in coastal areas. The Technical Training Center (TTC) in Barguna provides vocational training to youth. Recently, an initiative has been taken to establish a Digital Community Center in Barguna town, which will provide IT training and online education opportunities for students.

Healthcare

Government and private healthcare initiatives continue to develop in Barguna District. The district hospital has been upgraded to 250 beds, and upazila health complexes provide healthcare services. BNP and Jamaat candidates have pledged to improve healthcare quality and recruit doctors and nurses in their election promises. The 350 MW power plant in Barguna has ensured uninterrupted electricity supply for the healthcare sector. The Navy and private organizations conduct medical camps to ensure proper healthcare in coastal areas. However, challenges remain, including a shortage of adequate health centers in remote char areas and disease prevention during post-cyclone periods. Recently, two community clinics have been established in Sonatala and Bamna upazilas.

Investment Potential

Barguna District presents highly promising investment opportunities, particularly in the power, tourism, fisheries, and shipping sectors. The Chinese company PowerChina's 350 MW coal-fired power plant in Taltali Upazila, already in commercial operation, represents a major investment in the power sector. Proximity to Payra Port and the coastal location along the Bay of Bengal create immense potential for investment in shipbuilding and marine engineering industries. Candidates from Barguna-1 and Barguna-2 constituencies have pledged tourism sector development. The 2026 DC Conference adopted plans to construct hotels and motels in four districts including Barguna, creating investment opportunities in the tourism industry. Proximity to the Sundarbans creates potential for eco-tourism and wildlife conservation centers in Barguna. Fish processing and shrimp export industries offer significant investment potential, as Barguna is a major source of marine fisheries resources. Currently, 20 banks and numerous NGOs support economic activities in the district. The government has recently initiated steps to establish an Economic Zone (EPZ) in Barguna, which will open new horizons for investors.

Future Development

Completion of the Payra Bridge will significantly improve connectivity with the northern and eastern regions of the district, substantially reducing travel time. Under the plan adopted at the 2026 DC Conference, Barguna is being developed as an attractive tourist destination through tourism centers, hotels, and motels. Steps are being taken to strengthen embankments and prevent river erosion to protect coastal areas. Expansion of PowerChina's 350 MW power plant and further industrial development in the Payra Port area are planned.
